Possible ban on cellphones in school

I'm guessing that you read the title, so let's get to the point. The state of Arkansas thinks it would be a good idea to pass a law banning students from using cellphones in school zones. Yes, that's right! Ban them! If you bring a cell phone to school, you must turn it into the office for it to be kept in a “secure” place. Anyone who fails to do so with a phone will get it confiscated all together. However, the school will have the option to let students use their phones for emergencies. By the way, when I said phones, I  also meant to include handheld game devices such as media players, etc. Now I can see why;  these people text in class and get distracted, etc. However, I also feel like this makes it harder for parents to contact students and vice versa. If the reason for this ban is us “getting distracted,” I would like to point out that it is the teacher who decides how strict the phone rules of the class are. A teacher I know, for example, takes phones on sight encouraging students to not take them out at all. Most of the other teachers I know give second chances or even third.  My point is that this ban can be prevented if teachers are a little stricter, and I know some of you won’t like that, but would you rather have to turn in all of your devices? Or just not use the phone only in free time and for research? I don't know about you, but I had rather do what I can to prevent this ban.
